Second Asam Fiaz – Regulations 25 & 30
Following hearings under the above regulations the Stewards of the Board found Mr. Fiaz to be in breach of Regulation 25 and 30 and decided to withdraw his Second’s licence.
In addition, Mr. Aqib Fiaz was found in breach of Regulation 30 and fined by the Board.

“A licence holder’s licence may be suspended or withdrawn by the Board or an Area Council: (a) Without further reference where, having been notified of the same, the licence holder’s licence renewal fee is in arrears for more than three months; or (b) If, having called the licence holder before it, it reasonably considers that it is not in the interests or the welfare of boxing that the licence holder should continue to hold his licence or licences including, without prejudice to the generality of the foregoing, where: (i) in the opinion of the Board or an Area Council a licence holder, being a Boxer, is not medically fit to box; (ii) in the opinion of the Board or an Area Council a licence holder, being a Referee or Timekeeper, is not fit to continue to officiate; (iii) a licence holder owes £1,000 or more to the Board or an Area Council; (iv) a licence holder is declared bankrupt; (v)a licence holder is convicted of a criminal offence that in the opinion of the Board or an Area Council may affect the BBBofC’s reputation or otherwise affects the licence holder’s suitability to continue to hold a licence; or (vi) in the opinion of the Board or an Area Council a licence holder’s behaviour has brought or is likely to bring the BBBofC into disrepute.”

“26.2 The Board or Area Council shall at all times be able to appoint a sub-committee, which shall consist of not less than three members of the Board or the said Area Council to hear or determine complaints under Regulation 24 and allegations of misconduct under Regulation 25.
The Board shall also at all times be able to refer complaints underRegulation 24 and/or allegations of misconduct under Regulation 25 to a Specialist Service Provider contained on the Board’s approved list for final and binding arbitration in accordance with these Regulations, the Arbitration Act 1996 and the Specialist Service Providers arbitration rules.
Any reference to the Board or an Area Council in those Regulations or this Regulation shall be deemed to include a sub-committee of the same, duly appointed, or any panel appointed by a Specialist Service Provider in accordance with the above.
The decision of such sub-committee or duly appointed arbitral panel shall be deemed to be the decision of the Board or the said Area Council.
Nothing in these regulations shall prevent a Member from bringing a complaint to a court or tribunal under the Equality Act 2010. However, the Board encourages all its Members to firstly exhaust its internal appeal and resolution procedures.”

The Rules of Regulations of the British Boxing Board of Control Ltd. apply.
A nominated challenger may withdraw from the process at any time prior to the opening of purse offers. A Champion may only withdraw by relinquishing the Championship. Once purse offers have been opened the Stewards will consider a binding agreement exists between the parties and the Board and withdrawal after this time may be the subject of consideration under Regulations 24 and 25.
The successful bidding Promoter shall notify the Board by 1700 hours on the fourteenth day following the opening of the purse bids of the date and venue of each contest. The Board will accept confirmation of voluntary agreement i.e. COPY SIGNED BOXER/PROMOTER AGREEMENT FORMS NO.35 between Boxers or their registered Manager and a Promoter/Matchmaker prior to the deadline.
For these Contests bids must be in individual sealed envelopes. Please note FAXED BIDS WILL NO LONGER BE ACCEPTED. ALL BIDS MUST BE RECEIVED BEFORE THE 12.00.NOON DEADLINE IN INDIVIDUAL SEALED ENVELOPES CLEARLY MARKED ON THE OUTSIDE “P.O. then the initials of the boxers concerned”.
The Promoter or Matchmaker making a bid for all contests must ensure that each purse offer is contained in a separate sealed envelope. In the case of unsuccessful Promoters/Managers/Matchmakers the Agreement will be marked as cancelled and returned to the bidder. Please be reminded that the Champion will receive 60% of the purse bid, the challenger 40%. In the case of a Vacant Championship, Eliminator or a Final Eliminator the winner will receive 60% and the loser 40% and in the case of a draw 50% each.
Purse bids will be opened in front of the bidding parties as soon as possible after the deadline and the amount of each bid will be notified to any parties in attendance.
ONLY BIDS IN THE WORDING OF THE AMENDED FORM 35(a) (as amended for the purpose of purse offers) PROPERLY COMPLETED IN THE APPROPRIATE PLACES BY THE PROMOTER WILL BE ACCEPTABLE. These are now available for downloading from the Board’s website (www.bbbofc.com) or a Promoter may obtain copies from the Board’s Head Office provided these are requested in good time beforehand.
All bidding Promoters, Matchmakers and Boxers or their registered Managers should read and understand these terms applicable in respect of purse offers for all British and English Championship contests until further notice.
All bids for British, Final Eliminators, Eliminators, English and Celtic Championship contests must be accompanied by a cheque as per Regulation 9.30 made payable to the British Boxing Board of Control Limited. These will be returned with any unsuccessful bid. In the event that the date and venue for each contest is not notified within the time prescribed above the deposit will be forfeited. [In such circumstances the contest will be awarded to the second highest bidder, in accordance with Regulation 9.30, or if there is no such bidder the contest will be put out purse offers again].
In the event of a Boxer withdrawing from a proposed Final Eliminator the remaining Boxer shall have NO right to a direct challenge for the relevant Championship.
Pursuant to Regulation 22.10 and in accordance with current practice it will be assumed that Eliminators, English and Celtic Championships will be of 10 x 3 minute rounds duration and permission will be granted accordingly. Only if all parties concerned so request will it be assumed that such contests will be of 12 x 3 minute rounds duration.

“26.2 The Board or Area Council shall at all times be able to appoint a sub-committee, which shall consist of not less than three members of the Board or the said Area Council to hear or determine complaints under Regulation 24 and allegations of misconduct under Regulation 25.
The Board shall also at all times be able to refer complaints underRegulation 24 and/or allegations of misconduct under Regulation 25 to a Specialist Service Provider contained on the Board’s approved list for final and binding arbitration in accordance with these Regulations, the Arbitration Act 1996 and the Specialist Service Providers arbitration rules.
Any reference to the Board or an Area Council in those Regulations or this Regulation shall be deemed to include a sub-committee of the same, duly appointed, or any panel appointed by a Specialist Service Provider in accordance with the above.
The decision of such sub-committee or duly appointed arbitral panel shall be deemed to be the decision of the Board or the said Area Council.
Nothing in these regulations shall prevent a Member from bringing a complaint to a court or tribunal under the Equality Act 2010. However, the Board encourages all its Members to firstly exhaust its internal appeal and resolution procedures.”

“The Board or an Area Council may decide to suspend the licence of any Member on an interim basis, or make such other interim order as they in their absolute discretion think fit, while any complaint under regulation 24 or allegation of misconduct under regulation 25 is being considered or before any calling under regulation 4.9 (b) or regulation 29, this includes the period up to the hearing or interview and prior to any decision being communicated to the Member regarding the outcome of the hearing or interview.”

TERMS OF VOLUNTARY AGREEMENTS/PURSE BIDS
BRITISH, ENGLISH & CELTIC CHAMPIONSHIPS
The Rules of Regulations of the British Boxing Board of Control Ltd. apply.
A nominated challenger may withdraw from the process at any time prior to the opening of purse offers. A Champion may only withdraw by relinquishing the Championship. Once purse offers have been opened the Stewards will consider a binding agreement exists between the parties and the Board and withdrawal after this time may be the subject of consideration under Regulations 24 and 25.
The successful bidding Promoter shall notify the Board by 1700 hours on the fourteenth day following the opening of the purse bids of the date and venue of each contest. The Board will accept confirmation of voluntary agreement i.e. COPY SIGNED BOXER/PROMOTER AGREEMENT FORMS NO.35 between Boxers or their registered Manager and a Promoter/Matchmaker prior to the deadline.
For these Contests bids must be in individual sealed envelopes. Please note FAXED BIDS WILL NO LONGER BE ACCEPTED. ALL BIDS MUST BE RECEIVED BEFORE THE 12.00.NOON DEADLINE IN INDIVIDUAL SEALED ENVELOPES CLEARLY MARKED ON THE OUTSIDE “P.O. then the initials of the boxers concerned”.
The Promoter or Matchmaker making a bid for all contests must ensure that each purse offer is contained in a separate sealed envelope. In the case of unsuccessful Promoters/Managers/Matchmakers the Agreement will be marked as cancelled and returned to the bidder. Please be reminded that the Champion will receive 60% of the purse bid, the challenger 40%. In the case of a Vacant Championship, Eliminator or a Final Eliminator the winner will receive 60% and the loser 40% and in the case of a draw 50% each.
Purse bids will be opened in front of the bidding parties as soon as possible after the deadline and the amount of each bid will be notified to any parties in attendance.
ONLY BIDS IN THE WORDING OF THE AMENDED FORM 35(a) (as amended for the purpose of purse offers) PROPERLY COMPLETED IN THE APPROPRIATE PLACES BY THE PROMOTER WILL BE ACCEPTABLE. These are now available for downloading from the Board’s website (www.bbbofc.com) or a Promoter may obtain copies from the Board’s Head Office provided these are requested in good time beforehand.
All bidding Promoters, Matchmakers and Boxers or their registered Managers should read and understand these terms applicable in respect of purse offers for all British and English Championship contests until further notice.
All bids for British, Final Eliminators, Eliminators, English and Celtic Championship contests must be accompanied by a cheque as per Regulation 9.30 made payable to the British Boxing Board of Control Limited. These will be returned with any unsuccessful bid. In the event that the date and venue for each contest is not notified within the time prescribed above the deposit will be forfeited. [In such circumstances the contest will be awarded to the second highest bidder, in accordance with Regulation 9.30, or if there is no such bidder the contest will be put out purse offers again].
In the event of a Boxer withdrawing from a proposed Final Eliminator the remaining Boxer shall have NO right to a direct challenge for the relevant Championship.
Pursuant to Regulation 22.10 and in accordance with current practice it will be assumed that Eliminators, English and Celtic Championships will be of 10 x 3 minute rounds duration and permission will be granted accordingly. Only if all parties concerned so request will it be assumed that such contests will be of 12 x 3 minute rounds duration.
PLEASE NOTE:
• THE BOARD WILL NOT ACCEPT A DATE FOR A CHAMPIONSHIP CONTEST FROM A PROMOTER WINNING A PURSE BID WHICH IS LESS THAN 21 DAYS FROM THE DATE OF OPENING OF THE PURSE BID.
• THERE SHOULD BE NO INDICATION OF BIDDER ON THE ENVELOPE.
• THE BOARD IS NOT BOUND AT ITS ABSOLUTE DISCRETION TO ACCEPT THE HIGHEST OR ANY BID.
• THE BOARD IS NOT BOUND TO ACCEPT BIDS FROM LICENCE HOLDERS WHO ARE IN DEBT TO THE BOARD, OR OTHERWISE IN BREACH OF THE RULES AND REGULATIONS OF THE BOARD.
